JOB SUMMARY: This position is located at the Youth Activities Center which is part of the Morale, Welfare and Recreation Department aboard Naval Air Station, Jacksonville, Florida.
INTRODUCTION: This position is located at the Youth Center aboard Naval Air Station Jacksonville in Jacksonville Florida. The purpose of this position is to support the Youth Director in administering developmentally appropriate programs while ensuring a safe and secure environment for all children who are enrolled in the CYP program.
BRIEF DESCRIPTION OF DUTIES: Responsibilities required by the position is summarized below:
Program Management: Assists in providing program oversight, interpreting and applying child and youth philosophy/principles and DoN policies based on patron need as well a program evaluation and assessment. Will help with development and supervision of a developmentally appropriate CY program that promotes social, emotional, physical and cognitive growth of children and youth in the age categories served. Will assist with the development, implementation and analysis of surveys program needs assessments as well as collection and maintenance of statistical data for planning and reporting purposes.
Budgeting and Financial Management: Ensures compliance with all regulations governing the use of appropriated and nonappropriated funds and oversees the collection, accurate accounting and reporting of all funds received from patrons.
Personnel Management: Will supervise three or more positions that are comprised of Program Assistants, Food Service Workers, Operations Clerks and Custodial staff. The incumbent may initiate/implement personnel actions; support and carry out EEO objectives and policies, establish local performance standards for employees and/or volunteers; resolve complaints related to personnel issues making recommendations to the CY Director for corrective action; develops staffing schedules in accordance with proper rotation and ratio numbers for approval, works with CYP Training Specialist to identify training needs of staff and ensures that all training is competency-based and tied to career conditional progression.
Program Operations: Will assist and give input on the development of CYP standardized operating procedures, helping to implement updates and changes to ensure effective and efficient operations of the center. Help to establish and implement the Parent Involvement Board (PIB), gives input on employee and parent handbooks during rewrites and ensures there is clear and proper communication to persons involved with the Central Waiting List (CWL).
Interactions and Relationships: Interacts professionally with employees, parents, volunteers and local installation command personnel. Will also assist in establishing a program environment that sustains participant interest and participates actively and positively in managing and resolving issues with parents, volunteers, and/or employees.
Compliance: Assists and supports the CY program with implementation and support of policies and procedures; ensures compliance with all applicable laws and regulations; ensures compliance of USDA and CACFP.
Will serve as a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect.
In the absence of the CDC Director, incumbent may assume the responsibilities and perform duties required to include overall supervision of the program.
EDUCATIONAL REQUIREMENTS: Incumbents must be at least 18 years of age and have a high school diploma and must have one of the following:
Child Development Associate (CDA), Military School-Age Credential (MSA) or equivalent AND three (3) years of experience in the child and/or youth profession.
OR
A 2-year degree in Youth Development, Child Development or a related field, which can include Recreation, Youth Recreation, Physical Education, Elementary Education, Secondary Education, Early Childhood Education, Psychology, Social Work, Home Economics with an emphasis in Human Development, or other degree as appropriate AND two (2) years of full-time experience working with children and/or youth.
OR
A four (4) year degree or higher in the above stated areas AND one (1) year of full-time experience working with children and/or youth.

KNOWLEDGE REQUIRED BY THE POSITION: (in addition to educational/experience requirements above) Incumbent must have knowledge of child and youth development principles, practices, and techniques; an understanding of Federal and State laws governing the detection of child neglect/abuse; skill in working with military families and an understanding of the military family lifestyle; knowledge of developmentally appropriate programs designed to meet the physical, emotional, social and cognitive needs of children and youth from 6 weeks of age to 18 years of age. Must be able to communicated effectively in English, both orally and in writing, and possess strong interpersonal communication skills; have the ability to accurately maintain records and reports; safeguard and account for monies and equipment and be able to supervise others .
PHYSICAL REQUIREMENTS: The incumbent may be required to do considerable walking, standing, bending, stooping, standing, and lifting up to 40 lbs. Activities may require incumbent to drive an automobile (driving a government vehicle to transport children). The majority of the work will be conducted in the CDC facility however the incumbent may be required to participate in field trips.

Test Designation Position: In accordance with the Department of the Navy Test Designation Position listing issued 7 October 2003, this position is subject to both pre-employment and random drug testing as a condition of employment. Must possess a valid state driver’s license.

Must satisfactorily obtain or complete required training or complete required training certificates and maintain certifications or credentials required by federal, state of National Accreditation institutions utilized as part of the DOD’s Child and Youth Programs.
